Over the weekend, Tom Price told Face the Nation " Nobody will be worse off financially" under the proposed Republican health plan.

This is simply not true.

Below is an representation of the change in refundable tax credits offered by the ACA compared to the AHCA.   You can see that for the most vulnerable of Americans, there is a huge decrease in the amount of subsidy available. Since the AHCA has no mechanism to lower prices or cost -this means that there will many Americans who will pay far more for health care.

There are a few with incomes above 400% of federal poverty level (FPL) who will gain slightly under the AHCA - but the worse affected will be:

  • Older Americans.  The ratio of premiums will go up to 5:1 from 3:1, and the subsidy will be only twice that of those under 35
  • Rural Americans.  Health care is more expensive in rural counties.  Subsidies are flat - and unrelated to premiums
  • Poor Americans. The AHCA does away with cost sharing reductions, so there is essentially no limit to how much of total earnings can be paid in health care.
